First we find the largest & the smallest numbers in the given series:

F1 Railway Amit A 19-02-2023 D28

Now we add the third digit of the largest number to the second digit of the smallest number,

Third digit of the largest number = 4

Second digit of the smallest number = 4

So, 4 + 4 = 8

Hence, the correct answer is " 8 ".
