The logic followed here is : (2nd number × 5) - 1st number = 3rd number

Given :

(9 × 5) - 18 = 27

45 - 18 = 27

27 = 27 (LHS = RHS)

And,

(36 × 5) - 40 = 140

180 - 40 = 140

140 = 140 (LHS = RHS)

Similarly,

(13 × 5) - 40 = ?

65 - 40 = ?

25 = ?

Hence, "25" is the correct answer.
