1. 11 - 23 → (11 × 2) + 1 = 22 + 1 = 23

2. 9 - 16 → (9 × 2) + 1 = 18 + 1 = 19 ≠ 16

3. 25 - 51 → (25 × 2) + 1 = 50 + 1 = 51

4. 13 - 27 → (13 × 2) + 1 = 26 + 1 = 27

Hence, '9 - 16' is the correct answer.
