Article 113 of Indian Constitution deals with the procedure in Parliament with respect to estimates. According to Article 113 of the Indian Constitution the President presents the annual financial statement to both Houses of Parliament. The provision outlines the estimated income and expenditures of the government for the upcoming financial year. 

The budget categorizes expenditures into two types: 

  • those charged to the Consolidated Fund of India and which are not subject to parliamentary vote but may be discussed
  • those that require parliamentary approval. 

It also distinguishes between revenue expenditure and other forms of expenditure. It is to be noted that the expenditures charged to the Consolidated Fund are not voted on but they can still be debated. Other expenditures are introduced as demands for grants in the Lok Sabha which has the authority to -

  • Approve
  • Reject
  • reduce these proposals

The demands for grants must receive the recommendation of the President. The provision ensures that the executive oversees the budgetary proposals.
