In December 2004, the Government constituted a Committee to review the recommendations of earlier Commissions and Committees on Police Reforms.
The Committee was tasked with identifying recommendations that were either not implemented or only partially implemented.
It submitted its report in March 2005, recommending, among other things, the enactment of a new Police Act to replace the outdated Police Act of 1861.
Consequently, in September 2005, the Ministry of Home Affairs constituted an Expert Committee chaired by Dr. Soli Sorabjee to draft a Model Police Act.
After extensive consultations, the Committee submitted the Model Police Act on 30th October 2006.
